SCHEDULE VIII NUMBER OF SAFETY OFFICERS QUALIFICATION [See Rules 209(1) and 209(2)]
(a) A person shall not be eligible for appointment as a safety officer unless he: (i) possesses a recognised degree in any branch of engineering or technology or architecture and had a practical experience of working in a building or other construction work in a supervisory capacity for a period of not less than two years or possesses a recognised diploma in any branch of engineering or technology and has had practical experience of building or other construction work in a supervisory capacity for a period of not less than five, years;
(ii) possesses a recognised degree or diploma in industrial safety with at least one paper in construction safety (as an elective subject);
(iii) has adequate knowledge of the language spoken by majority of building workers from the construction site in which he is to be appointed.
(b) Not withstanding the provision contained in clause (a), any person who,
(i) possesses a recognised degree or diploma in engineering or technology or architecture and has had experience of not less than five years in the field, dealing with the Administration of Factories Act, 1948 or the Dock Workers (Safety, Health and Welfare) Act, 1986 or the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996.
(ii) possesses a recognised. degree or diploma in engineering or technology and has had experience of not less than five years has undergone training in education, consultancy or research or in the field or accident prevention in industry, port, or in any institution or an establishment dealing with building or other construction work, shall also be eligible for appointment as a safety officer: Provided that, in case of person who has been working as safety officer in industry or port, institution or an establishment dealing with building or other construction 'Work for a period of not less than three years on the date of commencement of these rules, the Director General may, subject to such conditions that he may specify, relax all or any of the above said qualification. Condition of service
(a) Where number of safety officers appointed exceeds one, one of them shall be designated as Chief Safety, Officer and shall have the status higher than the others. The Chief Safety Officer shall be in overall charge of the safety functions as envisaged in sub-clause (iv) and also other safety, officers working under his control.
(b) The Chief Safety Officer or Safety Officer, where only one safety officer is appointed, shall be given the status of a Senior Executive and he shall work directly under the control of his Chief Executive. All other safety officers shall be given appropriate status to enable them to dispatch their functions effectively.
(c) The scale of pay and allowances to be granted to the, safety officers including the Chief Safety Officer and the other conditions of their service shall be the same as those of the officers of corresponding status of the establishment in which they are employed.

The Central Labour Institute (CLI) in Mumbai and Regional Labour Institutes (RLI) in Kanpur, Kolkata, Chennai, and Faridabad are the most elite safety training centers in India.

CLI and RLI (The Top Choice)
1 The Central Labour Institute (CLI) and Regional Labour Institutes (RLI) operate under DGFASLI (Ministry of Labour & Employment). Getting a diploma from here is highly competitive but guarantees excellent job prospects.
- Eligibility & Experience Required:
- Educational Background: You must have a Degree or Diploma in any branch of Engineering or Technology, OR a Degree in Science (Physics or Chemistry as a major).
- Work Experience: This is the most critical part for CLI/RLI.
- For Engineering Degree holders: Usually requires 2 years of industrial experience in a supervisory capacity.
- For Engineering Diploma / B.Sc. holders: Usually requires 5 years of industrial experience in a supervisory capacity.
- Field of Experience: Experience must be in Manufacturing, Maintenance, or Safety departments within a factory (defined under the Factories Act).
ADIS vs. PDIS (State Board Versions)
If you cannot get into CLI/RLI, many state technical boards (like MSBTE in Maharashtra or SBTET in other states) offer ADIS or PDIS through private colleges.
- ADIS (Advanced Diploma): Usually requires a B.E./B.Tech or B.Sc. degree. It is the highest level of industrial safety diploma in India.
- PDIS (Post Diploma): Usually allows entry for those with a 3-year Polytechnic Diploma.
- Experience Required: Most state-board affiliated private colleges require 0 to 2 years of experience, making them easier to enter than CLI/RLI.
. Experience Required Before Starting the Course
To legally work as a Safety Officer under the Factories Act (1948), you must complete a recognized diploma. However, you cannot just join the top institutes directly after college; you need prior industrial experience.
CLI (Mumbai) and RLI (Chennai, Kanpur, Kolkata, Faridabad, Shillong)
These are run directly by the Central Government (DGFASLI) and offer the most respected ADIS degree in India. The admission is strictly merit-based.
- If you have a Degree (B.E. / B.Tech / B.Sc with Physics/Chemistry): You need 2 years of practical working experience in manufacturing, maintenance, or safety before you can apply.
- If you have a Diploma (3-year Engineering Diploma): You need 5 years of practical working experience before you can apply.
State-Wise Boards (MSBTE, TEB, etc.)
If you do not have the 2 to 5 years of experience required for CLI/RLI, you can do your ADIS or PDIS through a State Technical Board. These are also legally valid across India.
- Maharashtra (MSBTE - ADIS): This is the most popular state board course.
- Eligibility: B.E., B.Tech, B.Sc, or a 3-year Engineering Diploma.
- Experience: Many MSBTE-affiliated private colleges accept Freshers (0 years of experience), making this the best route if you are just starting your career.
- Gujarat (TEB - PDIS): Gujarat Technical Examination Board offers PDIS.
- Eligibility: B.E. / B.Tech / M.Sc graduates can join directly as freshers.
- Experience: If you have an Engineering Diploma or a B.Sc, you must have 2 years of relevant industrial experience before you can start the course.
- Tamil Nadu / Kerala (DoTE): Offer ADIS and PDIS. Usually, a B.E./B.Tech or Diploma is required, and colleges often prefer 1-2 years of experience, though freshers are accepted at certain private institutes.
ADIS vs. PDIS: What's the difference?
Functionally, there is very little difference. Both make you legally eligible to be a Safety Officer in India.
- ADIS (Advanced Diploma) is usually the naming convention used by CLI, RLI, and Maharashtra (MSBTE). It often implies a slightly higher entry requirement (usually a Degree).
- PDIS (Post Diploma) is the naming convention used by states like Gujarat. It is designed to be done after a standard polytechnic diploma.
